Eligibility for Hawaii License Plates
Every vehicle brought to Hawaii must be registered within 30 days of arrival. The process is administered by county finance directors, not a single state DMV. Personal information related to registration records is protected by the Driver’s Privacy Protection Act, 18 U.S.C. §§ 2721-2725.
- Residence: The 30-day count begins when the vehicle arrives on the island, according to HRS § 286-50. A valid Hawaii driver’s license or state ID serves as proof of identity and residency at the time of application.
- Vehicle: Passenger cars, trucks, motorcycles, trailers, and mopeds are subject to registration. Vehicles must meet all Federal Motor Vehicle Safety Standards as of their manufacture date. Non-compliant vehicles, including off-road ATVs and some military surplus vehicles, cannot be registered.
- Applicant: The owner or lessee named on the title applies through the county where the vehicle will be kept. Buyers purchasing from a private party must transfer the title in person, with both buyer and seller present at the county office.
- Veteran license plates cover nine categories established by law: Veteran, World War II Veteran, Purple Heart, Combat Veteran, Gulf War Veteran, Korean War Veteran, Vietnam War Veteran, POW, and Pearl Harbor Survivor. Applicants need a DD 214 form and certification of eligibility from the Office of Veterans Services. Organizational plates and personalized plates are available to any applicant for an additional fee.
How to Get a License Plate in Hawaii?
The initial registration is done in person at the county vehicle registration office or, on Oahu, at a satellite city hall. An annual safety inspection is required before registering any vehicle.
- Bring a completed Application for Registration (Form CS-L(MVR)1 on Oahu), out-of-state title and registration, a bill of lading showing the vehicle’s arrival date, proof of Hawaii insurance, and a current Hawaii safety inspection certificate according to HRS § 286-26.
- Safety inspections are conducted at state-certified inspection stations, which include private garages authorized by the Department of Transportation. The inspection must be current at the time of application.
- Pay the state registration fee, county registration fee, state and county weight taxes, and the road improvement fee at the counter. The office issues two plates (one rear plate for motorcycles and trailers) and a registration certificate.
- Two plates must be placed front and back according to HRS § 249-7.
Registration is renewed annually. Renewal notices arrive by mail about 45 days before expiration, and the online channel described below handles most renewals.

Can I Get a License Plate Online in Hawaii?
Online service covers renewals only. Initial registrations and title transfers require an in-person visit to the county office.
The State of Hawaii Vehicle Registration Renewal Portal at mvr.ehawaii.gov directs owners to their county’s online renewal system. Hawaii DMV Now self-service kiosks also handle renewals at various locations across the island, with a $4.00 convenience fee per vehicle in Honolulu County and no fee per vehicle in Hawaii County (plus a 2.5% credit card fee at kiosks statewide).
For in-person transactions, Oahu residents use any satellite city hall. Hawaii County, Maui County, and Kauai County each manage their own vehicle registration and licensing offices. Mail-in renewals are accepted in all counties; follow the instructions on the renewal notice, including a completed form, payment, and current safety inspection certificate if noted.
If Hawaii can process your renewal online or at a kiosk, these are the fastest options; the county office handles initial plates and anything the portal cannot accept.
